The county assessor determines the value of each property each year and a "Notice of Value" is mailed to property owners.  See a sample blank form HERE.

If you missed the deadline to appeal with the Assessor, you can still appeal to Arizona Tax Court before December 15 of the valuation year.  Here’s the link to tax court.
